AU History: At Brave New World, Arado was orphaned at a young age. He came from one of the tribes that split off from Gigas and lived nearby; he was found young enough that he has no memories of when they found him, and taken to a facility that Gigas's military used. There, along with a number of others, he was subjected to experiments to create something: an artificial Enlightened.
The experiments were painful. They told him that it was necessary: that he was a weapon to keep Gigas safe. He never saw the city itself, and his understanding of it was encouraged to be a view of an idyllic, perfect life that he would protect. They also tinkered with his memories, to insure that he did not question too hard.
They specifically sought to create Shifters, and he was part of a squadron that focused on flying. He was given the ability to turn into a Scyther, and partnered with another subject named Seolla Schweitzer. Arado and her became fast friends; she had incredible amounts of talent, and really carried them through their tests and trials. Arado mostly acted as a sort of meat shield for her. He was more loyal than he was smart.
They began to view him as a failure. The commanders and directors of the project saw him as something holding Seolla back; a liability, who took risks. When war with Caldera broke out and intensified, they decided to send both him and Seolla to Caldera, along with other Augmented troops. They expected Seolla to excel; they had no expectations for Arado.
He fought with the Calderan Enlightened there, and he did not make a good showing of himself. He notably went against a Rock-type Enlightened and was taken out in one hit -- which was meant for Seolla. It pitched him clear across the battlefield. Seolla, completely distraught, was withdrawn. Arado was captured by Caldera's forces. This occurred two months before Union's intervention.
Caldera realized the young man was brainwashed and knew less about Gigas than some of their soldiers. They let him heal from his wounds, while debating what to do with him, and trying to figure out what he was. A little talking to him revealed that he had reservations about what he had done with Gigas; they decided, after his wounds were healed, to send him to Union. Perhaps their scientists could find out who and what he is happening with him.
Now, Arado has freshly arrived in Union. He is most interested in the food, but not sure what to make of the city and the world around him. It is completely different than anything else he has seen. One thing that Union's officials did was give him a Fletchling freshly hatched from the Breeding Center; they thought that it might help him acclimate. He named it Sorpresa.
Canon Personality: Arado is a good guy, but exceedingly impulsive. He is loyal and friendly; he tends to prize personal relationships with people over official loyalties, as shown by how it was not terribly hard to get him to defect from the Divine Crusaders after he was captured. A quick chat with his long-thought-dead little sister was about all it took. He is also outgoing and makes friends easily; he is sociable and engages with people very quickly, without any hesitation.
He is, however, hot-blooded and hot-tempered. Arado isn't a raging lunatic, but he is quick to every emotion, including anger. When something pisses him off, he won't hesitate to grow confrontational and shout at it. If a friend is threatened, if he is threatened, or something just seems wrong, he will speak up without reservation. Similarly, when things are good and he is happy, he is boisterous and expressive about it.
Part of that impulsiveness, though, is that he isn't very bright. Arado isn't exactly stupid, but he isn't going to win awards for intelligence. He misses connections and facts; he can see things that should add up to a complete picture and miss them entirely. He doesn't consider facts and he acts on impulses, rather than think things through. He gets himself in trouble, doesn't use proper forethought, and is generally kind of an idiot.
But, he is loyal to a fault. Loyalty is Arado's best trait. He will protect the people he cares about no matter what; he will, quite literally, take a bullet for them. He has. Because he is impulsive, he will jump without thinking about it, and put the safety and well-being of those he cares about above his own. He doesn't stop to think how this makes them feel, or what they will do without him.
He can also be brash and even cocky. Arado may have been told he was a screw-up his whole life, but that never once brought him down. He knows he can kick some serious ass when he tries -- and, unfortunately, he believes he can kick a lot more ass and take a lot more names than his foot or list can handle. What brings him down is when he cannot help or protect those he cares about. He hates that sort of helplessness; that brings him down to earth, and can even make him feel depressed. He bounces back.
He is also a goofball, and he loves to have fun. This runs through everything Arado does. He is an optimist, who thinks things will work out, and he doesn't take life too seriously. He keeps a smile on his face -- and he tries to put one on others' faces. Sometimes, he makes them want to scream.
AU Deviation: The big one is that Arado is from a program that may be much larger than the School -- other people like him may well be alive and well, out there and waiting. He also wasn't raised in the traditions of the Divine Crusaders, but Gigas. He understands Gigas far less at BNW; he thought of it, and internally still does a little, as this perfect paradise. He really thinks nothing goes wrong there, and is having trouble reconciling what they did to him, Seolla, and the others with the image of the perfect shining city in his head.
Also, Arado wasn't rescued by Latooni and didn't have a friendly face when he came to at Caldera. Arado has seen some of what was done wrong by Gigas, but he hasn't had that helping hand to accustom himself to life away from the program in Gigas, like Latooni did for life away from the School. He is still new to, well, everything in Union.
He also has views about Pokémon that aren't in his canon because seriously. Basically, Arado was taught to see them as tools and weapons. He wasn't meant to see himself as much else, but adjusting to the idea that they aren't either a danger or something to use to fight has been a bit hard. He also hasn't really bought into the Savior mythology or the rest; Arado is, basically, brand new to this.
He is also nervous, because he has no idea where Seolla is; this is like canon, but could play out differently because there is a very good chance no one will ever app her. Similarly, Ouka and Latooni could be out there; I want to leave that open and work it out if they are applied for.
Canon Abilities: Arado is a dumb, punchy melee fighter with an emphasis on tanking damage. He is also a robot pilot, and he flies a robot called the Wildwurger most famously (but he also flew a bunch of others, including the Huckebein Mk. III, a Zaku II, a Lion, the R-Blade, and if you were smart, the Armorlion).

Enlightened Abilities: Arado is a Bug/Flying type, with the Shifter ability. He can turn into a Scyther (which means that eventually, he will become a Bug/Steel type). He will eventually evolve into a Scizor. He can use the associated moves within; he generally favors a very melee-heavy style, focusing on the arm blades. This will later emphasize the claws, and a lot of jumping to help out there.
If we ever get a Seolla, I'd like it if they could do Twin Bird Strike (or an analogue) as a special dual move type thing.
Starter Pokémon: Arado has a Fletchling named Sorpresa; I'd like to take the one with one Egg Move, if it's cool.

"Aw, man, this is hard... I always used to see them like tools, you know? When we used them for Gigas, it was like that. We didn't care about them. But that seems like it's wrong, and Sorpresa is a good buddy! But... that kinda makes me feel guilty if I think about it, too hard. We hurt a lot of them."
2) What do you feel your role in Union is?
"I dunno yet! I just got here. I wanna help, because they've been nice to me. I don't know what I'm gonna do, but I gotta help out. And I'm good at fighting and exploring and stuff. So... yeah, y'know, I can do that for them! While I figure it out. And try to find a way to help Seolla."
3) To what lengths would you go to rescue your allies if they were lost in the wilderness?
"You don't stop until everyone's back safe. No matter what. You never, never leave people behind. It's just what you gotta do!"
4) What does the story of the Savior mean to you?
"I dunno... it's a nice story, you know? This lady goes out there to lay down her life for everyone she knows and loves, and people respect her for it. I can get behind that. But it seems like it might just be a nice story! There's nothing wrong with a nice story, though."
5) What aspects and traits do you respect most in your individual fellow man?
"Loyalty! Y'know, knowing someone's got your back. But I wanna know I can have fun with them too! No one likes a stick in the mud. And if they're a cute girl too, hey, that's even better--whuh, Seolla, don't throw things at me! Ow!"
6) What do you look for in the Pokémon with whom you bond?
"I guess, uh... I'm still not sure. I want them to like me? And not think I'm some crazy guy. But I'm not sure how to tell if I'm gonna get along with a Pokémon. And, uh, you know, I kinda worry some of them are gonna think that I want to eat them? I mean, some of them--like, look at Magikarp. That's gotta be good eats. I'm just saying. You're thinking it too. Don't lie!"
7) You are alone and bereft of your Pokémon allies, upon what strengths do you rely on to see yourself safely home?
"Easy! I got this. I shift into my Scyther form and I'm like buzz hisss raawr! And then I'm like SLASH! And then I'm flying out of there, and it's awesome, and I'm getting away, but everyone's like 'oh yeah, Arado, you're so cool,' and--you're... not listening to me, anymore, are you."
8) What would you say is your greatest duty, and why?
"Protecting my new friends and making the world safe for them! And happy!"
(This is a bit of a lie. Right now, his top duty is finding Seolla and freeing her. But he's not sure people will understand that, and he wouldn't actually put doing that before keeping others safe and protecting them. He wouldn't get people killed to save her from Gigas's forces.)
9) When encountering a rare and powerful Pokémon, what is most important? Researching it, bonding with it, or defeating it? Why?
"Bonding with it, or at least being nice to it, you know? It's good to be tough and strong! But I wouldn't wanna fight it just because. That seems kinda wrong. And, I guess, you know... I don't wanna research it, if it doesn't wanna be. I've seen enough of that crap."
10) In your eyes, what is absolutely unforgivable.
"Betraying a friend. I'd never, ever do that. I don't think I could forgive anyone who betrays me."
